Add Support to skip bad records on MR jobs

would like to see Skipping Bad Records added to hbase so if we have problems
with a map we can spit and process until we meet the SkipBadRecords class
setting for a job.
I thank HBASE-1183 will make this posable to support this on reading from
hbase as a map task.
