Fix Version/s: 0.20.0
Bringing into 0.20.0.
Metrics.xml should be tied to hbase version. Currently its at top-level which
is not right place for it.
Fix fact that ant docs builds into src/docs/build rather than into build. This
is core of why metrics is not building into right place -- we're not picking it
up when we build docs.
