ZK quorum servers list is static in ZooKeeperWrapper and is coupled to zoo.cfg. 

This prevents multiple clients from connecting to multiple distinct HBase 
clusters and requires zoo.cfg to exist on a cluster that needs to connect to a 
remote HBase cluster.
