Have not tested, but patch looks good.  +1 for commit.

We can still debate about whether to get rid of this behavior, but in my 
testing on my small cluster on trunk, this prevented my cluster from being 
hosed under heavy stress by bringing up the update wall when we start to 
overrun compactions (post HBASE-1618).
