I don't think that always necessary. IMO, there is a category of config. that
is just exotic and that its ok if the only way you figure a behavior is
configurable is by digging in code. If the 'exotic config' gets say, a mention
or two on the mailing list, i.e. someone asks about whether such a facility
were available, then I think the config. should graduate from exotic to
hbase-default.xml.
