Thanks again Andrew.  You are correct, the 503 were transient.  I tried it 
later and it worked.

My SSH problem was because of incorrect permissions on id_rsa_root.  I would 
suggest adding the following note in the README, under:

"   Make sure the private part of your AWS SSH keypair exists in the same
   directory as EC2_PRIVATE_KEY with the name id_rsa_root."

add:

"Also, ensure that the permissions on id_rsa_root are 600 (ONLY owner 
readable/writable)"
