I added this because i was testing performance of hdfs-200 with less
replication factor to make it faster. It didn't end up working out well, so I
more or less dropped it. I'm not sure its a feature we need exactly.
As for making it a CF attribute, that isn't gonna work because of the 1 hlog
per RS covering multiple tables.
