Also, as part of this work, upgrade Google protobufs from 2.1.0 to 2.3.0 since
the Scanner message format needs to be touched.
I have not looked into JEXL in much detail other than I know it's interface can
be independent of JSP, unlike commons-el. I'm hoping it will help with things
like constant folding.
