After becoming a TLP, it makes sense to refactor to o.a.hbase instead of
o.a.h.hbase as it exists now.
There is a consensus among the team, but concerns about the migration effects
on the end-user remain. placeholder ticket for the refactoring + opinions on
the migration cost of the API.
