Interesting bringing the split lock local to master. Makes sense (especially
since not used in RegionManager at all!)

... looking at it, I can only think that removing -ROOT- and .META. from online
status holds up other status transitions. This change was added by hbase-1457.
Let me see if I can make a test for this.
