CloudClimate provides monitoring results on Amazon S3 performance. http://bit.ly/aOG8A Accessing S3 US Bucket from local (EC2 US) is faster than accessing via internet, but even from EC2, the graph shows many spikes, and at the peaks of those spikes, it's taking half a second to download a 65KB file.
