Refactor HCATALOG server side scripts

"trunk/scripts" contains a set of scripts for bootstrap the server side setup.
It would be nice to move those scripts to "trunk/sbin", and use standard
pattern like hadoop-daemon.sh script for daemon management and hadoop-config.sh
to setup environment. hcat_server_install.sh should be refactor to
update-hcatalog-server-env.sh and package location in "$PREFIX/sbin".
