Consolidate config and setup across packages

The number of directory layouts possible for hcat, and the number of possible
config locations and scripts to start off hcat is ridiculous. We should not
have a separate hcat-env.sh, hcat-config.sh and then depend on HCAT_PREFIX,
HCAT_CONF_DIR, and then try to figure out defaults like whether or not conf is
in ${HCAT_PREFIX}/conf/ /etc/hcatalog , ${HCAT_PREFIX}/etc/hcatalog , etc.
We really should clean this up all over.
