Yes hbase-site.xml is already in. With the patch that was checked in previously
as part of this jira. Your patch works around the problem and is not a complete
since snapshots don't get serialized back into the jobcontext because of
HCATALOG-247. In light of that I would argue that this issue is fixed and your
dependency has moved from this jira to HCATALOG-247.
