set HIVE_CONF_DIR only when the env variable is not populated

Currently when running e2e test on an rpm deploy, some hive tests fail as they
point the HIVE_CONF_DIR to = HCAT_HOME/etc/hcatalog which translates to
/usr/etc/hcatalog.
We should change this to only set it to the above value when the HIVE_CONF_DIR
env var is not set.
