hcatalog-server-extensions.jar is a release artifact that depends on
activemq/jms. Since we already produce a separate server-extensions artifact,
and these sizable dependencies are not necessary in the core jar, we should
refactor the build/ant/ivy stuff to have a separate server-extensions
subproject.
