There's probably a FrontPage in the shared moin overlay area that is
overriding it -- for example,
/usr/share/moin/underlay/pages/FrontPage/.  For my LUG's wiki, I got
around it by renaming our FrontPage to "WelcomePage", and adding

    page_front_page = u"WelcomePage"

to our Moin wikiconfig.py file.  I seem to recall that this behavior
was introduced in the most recent release of Moin.
