I assumed that it wasn't, since, with my interpretation of that policy,
all of the admins had violated it w.r.t. my query about tasks &
dependencies.

Maybe you're reading the policy differently than I am.  I mean for the 24
hours to begin when the message is sent, not read.  I sent (and received)
the message mentioning the lack of replies more than 24 hours after I sent
(and received) the previous message in question.  Did you feel you were
following the policy because you first read the message less than 24 hours
before now?

It's really impossible to coordinate if we base the policy on times
messages are read instead of sent, isn't it?  We'd all have to understand
each other's sleep and work schedules to be able to predict response
times.  The option to announce that you are away from e-mail should
already provide a way of dealing with situations where there might be a
16-hour period (picking an arbitrary duration here above 8 hours for
sleeping but enough below the time limit) where you won't check your
e-mail.
