It cares about finding configuration files, and it was obvious that 
these should go in user volumes (to count towards users' quotas) in the 
way we _were_ doing things. The way we had AFS set up, users didn't have 
enough permissions to change the relevant pre-set permissions, even 
though this took place within their volumes. I still think that it 
should be fine to have Domtool configuration in home directories, since 
I can code Domtool to be un-flummoxable by users out to cause havoc by 
changing permissions.

docelic chose this prefix based on OpenAFS documentation. I don't think 
any of us has any deeper attachment to the idea than you'd expect from that.
