Hello Geoff, We just discovered this ourselves. We recently relaunched ConnectomeDB to support new data releases, but the connection that enabled the Workbench tutorial connectivity data was inadvertently disabled. We have a ticket on this internally and are working to remedy it.
The closest thing we have to a Connectome Workbench manual is the tutorial that accompanies this version of the beta. You can download that and a sample data set here: http://www.humanconnectome.org/connectome/get-connectome-workbench.html Please note that we are planning an updated beta release of the Workbench with a new tutorial later this year.
