Yes, there's a dictionary service.  It produce JSON, which is machine readable 
and with some work could be turned into something human readable.  The API is 
still being documented and is described in some detail in a manuscript 
currently in review at Frontiers in Neuroinformatics.

You'll recall that the basic definitions are here:
https://db.humanconnectome.org/REST/services/ddict/categories - gives the list 
of categories
https://db.humanconnectome.org/REST/services/ddict/attributes - gives a JSON 
collection of all of the defined attributes

We have a google summer of code project queued up through INCF for someone to 
turn this into a semantically-enabled endpoint.  Feel free to direct smart 
students to apply to do the work: http://incf.org/gsoc/2014/proposals.  If we 
don't get any takers, we'll eventually get to it internally, but not for a 
while.
