I assume you mean "Charting Tab", not Lab.
For this tab to be active (not grayed out), you need to (i) load a 'chartable' 
file (e.g., a *.dtseries.nii or *.pconn.nii file); (ii) select this file for 
viewing using the Layers menu of a tab showing a surface (or volume) view; and 
(iii) in a different tab, select View: Chart and then the appropriate Chart 
type (Data Series, Matrix, or Time Series).
