The most likely explanation is that the subject did not complete the diffusion acquisition session or that something was later found to be wrong with one or more of their diffusion runs. You can filter subjects to only get complete datasets in ConnectomeDB.

I found a certain number of subjects with an inconsistent number of diffusion gradient directions in their preprocessed dMRI data. For example subject 355239 has 191 directions instead of 288 (the number of directions for most other subjects).
Is that a problem with the preprocessing?
