I think you are just trying to get the label table. Try something like this on
your label file:
wb_command -file-information RSN-networks.32k_fs_LR.dlabel.nii
On mine, RSN7 had these label keys/names:
38 7Networks_3 0.000 0.463
0.055 1.000
39 7Networks_6 0.902 0.576
0.129 1.000
40 7Networks_7 0.804 0.239
0.306 1.000
41 7Networks_1 0.471 0.071
0.522 1.000
42 7Networks_5 0.863 0.973

44 7Networks_4 0.769 0.224
0.976 1.000
