Dan, I also just tested the link, and it worked for me. So, at least so far, it seems that the link to download data is good.
I would suggest that without trying to download any data, just visit https://db.humanconnectome.org in your browser and try to login to ConnectomeDB there. Let's see if that works for you and you are able to successfully log in. That will give us a place to start to see if this is a problem with your access to ConnectomeDB itself or whether there is some other problem.
