The wb_command -*-label-export-table commands will give you the RGB triples for each label in text format. There isn't an easy way to get them per-vertex, you'd need to -cifti-separate, load the .label.gii files into matlab, and have it take the corresponding entry from the label table matching the data at each vertex.
What do you intend to do with this color information? There might be an easier way to accomplish your end goal...
