Border files are not any kind of standardized filed (i.e. NIFTI/GIFTI/CIFTI), so unfortunately there isn't a standard tool for reading them into matlab or for displaying them. You would need to write your own. They are most like GIFTI files (XML-based). If you want to try writing your own matlab I/O and display functions for them Tim or John would be able to give some more details on the format.
