Which version of FSL are you using? I believe that the eddy_unwarped_images.eddy_rotated_bvecs file will be created by the version of ‘eddy’ that comes with the newest FSL (5.0.10), but if you are using FSL 5.0.9, you needed to install the “eddy patch” to get that functionality.
