I don't understand the question. If you think the ROI is too conservative, you could dilate it.
If you are talking about display in wb_view, the "label outline" drawing mode is accessed by clicking the wrench button on the label layer, switching to the Labels tab, and changing the drawing mode. If you want to display the border file itself also, you will need to load the border file separately from the dlabel file. I probably haven't answered your question, but hopefully this makes it clearer what part of your question I didn't understand.
