In that case it isn't a HDF issue because HDF allows to write files in more or less arbitrary formats - HDF just takes care of the overall structure (similar to a file system were you can have files in a hierarchy of directories, symbolic links etc.). The tools you were using rather likely require a certain struc- ture in the HDF file (like programs working on a file system may expect certain files in certain directories) which isn't the one of the file you've got here. Converting it to the re- quired format isn't something that can be done with HDF tools alone, you'd have to know the exact format of the file you've got and the format of the files that can be read by your tools (assuming that all information needed is present in the file you have) and then use (or write if there isn't one) a conver- sion program. So I guess you're best bet is to go to a forum for the tools you have (nc or grads) and ask there (again appending the file, perhaps adding some information were you got it from to help identify the format) since people there are more likely to have been confronted with similar problems like yours before.
