There will be new high-level C function H5LTpath_valid (and its Fortran counterpart) in 1.8.9 coming in May that will have similar but more flexible functionality. If you have time to create a wrapper for H5Oexists_by_name following one of the H5O fortran functions and tests, we will be more than happy to consider it.
