I downloaded and tried the file. It worked OK.
I am using the latest version of hdf4.
hrepack -V
hrepack, HDF Version 4.2 Release 9-post0, February 25, 2013
What version did you use? We had this issue with older version of hdf4.

zenith angle" is not empty at all and is filled with valid data.
I can open that SDS in HDFView or in ENVI. I can also run other
in-house hdf tools on that file and sds and yet hrepack complains
about it being empty and cannot process this and all similar files.
I am not even sure as to what to look for and what is wrong.
Any suggestions or comments from anyone will be most welcome.
