I tried this a while back and I can get recent versions of HDF5 1.8 to build 
using the latest MS MPI, but mpiexec seems to only be available on Windows 
Server 2012 with the HPC pack installed. I haven't gotten around to setting up 
a VM for that so I don't know if it works there or not.

Parallel HDF5 is not supported on Windows.

A while back the developer was able to compile and test Parallel HDF5 on 
Windows using CMake and Microsoft MPI. He has not tried this recently, though.
