This jira is for implementing block recovery tests described in the append test
plan section 7: Fault injection tests for block recovery. For all 11 test
cases, BlockRecoveryFI_01 and 02 have already been implemented in
TestInterDatanodeProtocol.java. BlockRecoveryFI_08 has been implemented in
HDFS-520. This jira is to implement the rest of the test cases.
