There's not a particularly easy way to get a list of all the quotas in HDFS
today. It would be really nice to have an API that made information about the
quotas and their respective files accessible via java, and possibly a REST API,
as well. Presumably it would be beneficial to have a CLI for dfsadmin, as well.
