Similar to {{URLUtils}}, the {{AuthenticatedURL}} should set the configured
timeouts in URL connection instances. HADOOP-8644 is introducing a
{{ConnectionConfigurator}} interface to the {{AuthenticatedURL}} class, it
should be done via that interface.
