Per discussion in HDFS-5157, DataTransferProtocol should be updated to add
StorageID info in some methods, i.e. writeBlock(), replaceBlock(), etc.
After that, BlockReceiver (sender also) and receiveBlock can operate on target
storage with new parameter.
