Please add an Active Replication Repair command / job as often under-replicated
blocks take a long time to re-replicate as they're such low priority.
This will give operators the option to aggressively fully repair blocks during
off-peak times rather than leaving a sub-optimal state.
This will also help in various testing scenarios around cross-DC DR, another
area that needs to be addressed in HDFS.
