Based on comments from [~jingzhao], This jira tracks if we really need 3 maps
in the SCMNodeManager class or if we should collapse them to a single one. The
reason why we have 3 maps is to reduce lock contention. We might be able to
collapse this into a single map. This JIRA is to track that action item.
