hadoop-ozone/docs contains some documentation but it covers only a limit set of
ozone features.
I imported the documentation from HDFS-12664 (which was written by [~anu]) and
updated the files according to the latest changes.
Also adjusted the structure of the documentation site (with using sub menus),
started to use syntax highlighting.
I also modified the dist script to include the docs file in the root folder of
the distribution.
