    Fix Version/s: 0.4.0

I have committed this only to trunk. As if we don't have Hadoop 3.2 release 
before ozone 0.3, we cannot replace 3.2.1-SNAPSHOT with 3.2.0.

 

Or if we want to get this committed to ozone-0.3, we can still commit it, but 
we can have Hadoop version as the latest Hadoop 3.1.1. [~elek] If you feel this 
needs in ozone-0.3, please go ahead.
