HDDS is the block layer for Ozone. So in this step, we will map the HDFS blocks
to Ozone Blocks (without data copy, please see the parent JIRA for the design
document.) This SCM container DB keeps track of HDFS blocks in the cluster by
making this part of SCM containers.
