prepareToEnterState in HAState is called without the context being locked.
But in NameNode#NameNode, prepareToEnterState is after haContext.writeLock()

state.prepareToEnterState(haContext);
state.enterState(haContext);
} finally {
haContext.writeUnlock();
}
