Summary: Namenode should have a favored ssd nodes hint for ssd

We use ONE_SSD as storagy policy in HBase,but when using bulkload
,i found it could not specify a datanode to placement the SSD replica
,so the regionserver that hold the region may only can read the local DISK
replica
,because the SSD replic is in remote node.
