Follow-on to HDFS-13934. (and as usual, only noticed once that is in)
we no longer need the service declarations in
src/main/resources/META-INF/services/org.apache.hadoop.fs.MultipartUploader
There's no harm in having them there -the service loading is no longer used-
but we should still cut it.
