On empty mount tables detection, we will automatically assign fallback with the
same initialized uri fs. Currently we are using given uri for creating target
fs.
When creating target fs, we use Chrooted fs where it will set the path from uri
as base directory. So, this can make path wrong in the case of fs initialized
with path.
