Current TestFsDatasetImpl.testReadLockCanBeDisabledByConfig is incorrect:
1) Test fails intermittently as holder can acquire lock first

2) Test passes regardless of the setting of
DFS_DATANODE_LOCK_READ_WRITE_ENABLED_KEY
