Dhruba: would you prefer a percentage or an integer number to wait for? Or
perhaps either, depending on the string format?
I'm also worried a little bit about orthogonality between this and the "% of
blocks to wait for reports from" feature. I assume we need an "AND" predicate
of the two - but is there ever a case where we need an "OR"?
