Here's a patch that makes lease recovery reassign to the NN lease holder.

One thing I am somewhat worried about (not new with this patch, but related) is 
that lease reassignment is not logged to the edit log. Thus, if the NN 
restarts, the lease will revert to the old holder. Thoughts?
