Lease recovery works as designed, imo.
The lock service is provided by ZooKeeper.
I don't think we should overload the semantics and complicate things that are 
already complex enough.

May be setting harld_limit = soft_limit will help with fencing. It seems this 
is the behavior you are looking for.

I'll remove the blocker flag for now.
